The GASB fund hierarchy

Three fund categories, distinct accounting treatment

Governmental accounting operates under GASB standards that require distinct fund-type treatment. Each of the three fund categories uses different measurement focus, basis of accounting, and reporting requirements — and the ACFR consolidates all of them.

Frequently asked

Questions clients ask before engaging

How is Outlook's work coordinated with the external auditor?

Outlook serves as preparer of records and supporting schedules; the external auditor performs independent audit procedures on the prepared materials. We coordinate directly with audit partners on format, timing, and documentation expectations, typically through a pre-audit planning meeting each cycle. This coordination reduces audit hours and produces cleaner outcomes.

No. Audit preparation and audit execution are distinct functions that cannot be performed by the same firm under independence standards. Outlook supports preparation, remediation, and the ongoing accounting function; the external audit is performed by an independent audit firm engaged separately.

Each pronouncement is scoped individually based on its applicability to the entity and the complexity of implementation. Initial scoping includes a gap assessment, calculation methodology development, data gathering support, journal entry preparation, and disclosure drafting. GASB 87 (leases), GASB 96 (SBITAs), and GASB 101 (compensated absences) have been common recent implementations.

Common government accounting systems are within team experience, including Tyler Technologies (Munis, Incode, ERP Pro), OpenGov, Workday for Government, Microsoft Dynamics for Government, and legacy systems still in wide use. System-specific configuration and process work can be included in engagement scope.

Fund structure changes — adding new funds, consolidating existing funds, changing fund types — require careful handling to preserve comparability across reporting periods. We manage the transition with appropriate beginning balance adjustments, disclosure of restatements where applicable, and coordination with external auditors throughout.
